Under Title 17c of the Utah Code, the Redevelopment Agency is a separate, distinct legal entity from the City. However, the RDA shares the same leadership management as the City government.

There are other programs available through the State of Utah and various federal agencies, such as Housing and Urban Development and the Department of Commerce, that are commonly pursued for additional funding.
